Postcomm has certainly been busy with the issue of five key consultation documents under the umbrella title of The building blocks for a sustainable postal service.
With four of the consultations closing on 31st May / 1st June, we shared the industry view concerning the weighty (yet important) reading material to digest in order to submit responses both directly to Postcomm and as a contributor to responses from the Direct Marketing Association.

Access Review 2012: Initial Proposals
This document looked at how the regulator should determine whether Royal Mail should be able to offer access to its postal network. It also looked at the regulator’s role in setting the terms and conditions of access.
The Universal Service
A consultation to remove bulk mail products from the Universal Service and a clarification of the status of other universal service products.
This document also contained some interesting discussion points regarding the changing needs of bulk mail customers.
Initial Proposals for Regulatory Safeguards
An in-depth look at the changing needs for regulation and how this might affect the medium term regulatory framework.
It certainly looks at the bigger picture beyond the proposed regulatory transfer from Postcomm to Ofcom.
Analysis of Marketing
This consultation document looks at the fast changing retail postal marketplace. Postcomm also outlined a proposed new structure for the mail market, by dividing it into five specific areas, namely transactional mail, advertising mail, publishing mail, fulfilment and social mail.
Analysis of makets: International Outbound Mail
As the title suggests, this document looks at the UK outbound international mail markets for letterpost. Consultation closed early July.
